Today, July 27, 2026, the President of the European Federation, Alexander Volokhov, signed the National Security Act 2026, which establishes the Department of the Army, the Department of the Air Force, and the Department of Navy, all subordinate to the Department of Defence. It also establishes a National Security Council, defines the powers, duties, and tasks of the Federal Intelligence Agency, establishes a process for presidential succession, establishes the accountability of all intelligence agencies of the European Federation to Congress, and establishes measures to protect classified information. The law establishes procedures for disclosure of and access to classified information, and establishes a procedure for concluding contracts with students of European Federation universities for training in science and technology programs that may be useful to the intelligence agencies of the European Federation, with the payment of scholarships.
