The European Federation consists of its constituent entities.

Article 34 of the Constitution of the European Federation

Territories belonging to the European Federation but not included in it as constituent entities of the Federation are governed directly by Congress. Congress is authorized and required to issue directives and enact laws in these territories.

Article 39 of the Constitution of the European Federation

The European Federation is a federative mixed republic consisting of 22 constituent entities (including 10 republics, 10 regions, 1 district, and 1 state).
