San Anselmo

The Vice President of the European Federation Ivan Rezchikov has signed Directive №1/2026, founding the settlement of San Anselmo in the District of Liberty City. The new settlement sits south of the capital, next to the nuclear power plant currently under construction — a location chosen to support the workforce and infrastructure the plant will need.
Kirill Lotsman has been appointed Provisional Mayor and will oversee San Anselmo's founding works until elections are held within three months, as set out in the Directive.
To get construction moving quickly, the Directive grants San Anselmo a temporary exemption from the District's Anti-Deforestation Rules — but only for the founding works, and only under the joint watch of the Provisional Mayor and the Head of the District. Once the initial building phase wraps up, the exemption lapses automatically.


A federal highway is already planned to connect San Anselmo to Liberty City, joining Liberty Avenue at the capital's edge — one of several links the Federation intends to build as the settlement grows.
