All legislative power in the European Federation is concentrated in the Congress of the European Federation, which consists of the Senate and the House of Representatives.
Federal laws must be approved by both houses of Congress. If a law is rejected by either house, a procedure for agreement between the houses or for reconsideration of the law may be established in accordance with the procedure established by this Constitution. A federal law approved by Congress is sent to the President of the European Federation for signature and promulgation. The procedure for the President's rejection of a federal law and its reconsideration is established by this Constitution.
The European Federation Congress is the legislative branch of the federal government of the European Federation. It is a bicameral legislature, including a lower body, the European Federation House of Representatives, and an upper body, the European Federation Senate. They both meet in the European Federation Capitol in Liberty-City.
Members of Congress are chosen through direct election, though vacancies in the Senate may be filled by a governor's appointment. Congresses convene for one-year terms (a Congress), commencing every other April. Each Congress is usually split into two sessions, one for each half a year. Elections are held every year on Election Day. The members of the House of Representatives and the Senate are elected for the one-year term of a Congress. Members in both chambers may stand for re-election an unlimited number of times. Congress was created by the Constitution's Third Chapter and first met in 2026, replacing the Interparliamentary Assembly of the Duspean Republic and the Country of Reality in its legislative function.
